From 2013 to 2020, IOD PARC provided portfolio-level Monitoring & Evaluation for DFAT’s Sustainable Development Investment Portfolio (SDIP) in South Asia.

The SDIP seeks to improve regional cooperation and the integrated management of water, energy and food systems in South Asia particularly addressing gender and climate change considerations. It supports the work of a portfolio of seven regional and Australian partners in the Indus, Ganges and Brahmaputra river basins – an area that is vulnerable to the impacts of rapid industrialisation, urbanisation, high population growth and the impacts of climate change.

IOD PARC was responsible for designing and implementing DFAT’s internal monitoring framework for the SDIP, including: design and implementation of the Monitoring & Evaluation strategy; design of a Performance Assessment Framework and periodic updates; preparation of two biennial ‘snapshots’ of current trends in food, water and energy security in South Asia; delivery of an Annual Review of the SDIP portfolio-level progress; and, various technical and thematic studies including two that were gender-focused. IOD PARC designed and facilitated Annual Dialogue workshops in South Asia for the SDIP partners, which provided a platform for collaboration, information sharing and an opportunity to ‘go deeper’ in exploring the barriers to improved food-water-energy security. IOD PARC also provided capacity building and technical assistance to the SDIP partners to strengthen the quality of their performance reporting.
