IOD PARC was contracted to conduct a strategic evaluation of WFP’s support to refugees, internally displaced persons (IDPs), and migrants. The evaluation assessed and drew learnings from WFP’s interventions and organisational arrangements to assist refugees, IDPs and irregular migrants; examined WFP’s operational and strategic partnerships on displacement and irregular migration issues; and generated evidence and provided recommendations to inform WFP’s work in the areas of displacement and irregular migration moving forward.

The evaluation had a global scope and covered all regions of WFP operations as well as corporate HQ level, and examined case studies in Bangladesh, Chad, Colombia, Djibouti, DRC, Egypt, Kenya, Mauritania, Mozambique, and Myanmar. The evaluation collected data from WFP staff at HQ, regional and country levels, government stakeholders, partners, donors, refugees, IDPs, irregular migrants, and the communities hosting them.
