Through its Secretariat, MOPAN – a network of 18 of the largest official development assistance contributor states – contracted IOD PARC to support methodology development (MOPAN 3.0) and undertake the 2015/16, 2017/18 and 2019 MOPAN organisational assessments.

Over this period, IOD PARC undertook 31 MOPAN assessments of UN and non-UN funds and International Financial Institutions (including development banks) and UN specialised agencies and programmes. Using the MOPAN 3.0 methodology, the assessments combine elements of organisational effectiveness (within performance areas of strategic, operational, relationship and performance management) with development effectiveness (results performance area) to assess the overall performance of major multilateral organisations.

For each multilateral assessed the independent IOD PARC team produced an individual assessment report providing an overall rating and reflection on organisational performance, as well as more detailed scores and narratives reflecting against agreed best practice in development, building on international frameworks and agreements as well as important cross-cutting issues. Our consultants have led an organisational learning process for the assessment approach and contributed to a wider dialogue on the effectiveness of the multilateral system.
