MOPAN Learning – Partnership Case Study: FAO, IFAD and WFP

IOD PARC worked with the MOPAN Secretariat to develop a case study about the concept of partnership in development, which has continued to evolve following the Paris Declaration on Aid Effectiveness and the Busan Partnership for Effective Development.

This is a key element of IOD PARC’s work with MOPAN, identifying opportunities for learning and knowledge exchange, both within MOPAN as well as within the Multilateral Organisations.

The IOD PARC country teams conducted key informant interviews with stakeholders including representatives of FAO, IFAD and WFP and in-country multilateral organisations, local and national government officials and national and international NGOs. Following this, the teams produced country reports for each of the case study countries detailing the nature of partnerships in-country including drivers and barriers to partnership before producing an overall synthesis report of the case study findings.

The final case study focused on the three Rome Based Agencies – the Food and Agriculture Organisation (FAO), the International Fund for Agricultural Development (IFAD) and the World Food Programme (WFP). It was positioned within the wider 2030 Agenda and the Sustainable Development Goals that frame all Multilateral Organisations post-2015 strategic goals and plans. It also speaks to efforts under the overall UN Reform agenda for increased coherence, coordination, efficiency and effectiveness
