The Health Situation Room is a digital platform that displays HIV and health related data visually with the aim of supporting decision-making at programming level in countries. IOD PARC in partnership with IMC Worldwide conducted the evaluation of the Health Situation Room was conducted between May and October 2020. The evaluation aimed to achieve both organizational learning and accountability through assessing the relevance, effectiveness and sustainability of the initiative. Using a theory-based, non-experimental approach the evaluation looked at the programme as a whole, and the individual country experiences. The implementation of the evaluation was redesigned at the start of the process to adapt to the travel and movement restrictions imposed due to COVID-19.

Four main activities were undertaken during the evaluation: a stocktaking of the Health Situation room’s implementation over the past five years, an assessment of the demand and usage of the situation room, an assessment of collaboration and transparency elements, and an assessment of country ownership and sustainability. A synthesis report brings together the findings from the evaluation that were developed through in-depth case studies (‘stocktakes’) of four of the nine countries in which the programme was launched (Kenya, Malawi, Uganda, and Zimbabwe), and reviews of the remaining five (Côte d’Ivoire or CIV, Lesotho, Mozambique, Namibia and Zambia).
