Madeleine Oldow

Madeleine's consultancy work is grounded in mixed-methods data collection and analysis, with particular expertise in participatory approaches to developing Theories of Change and Influence. She is interested in the intersection of programmatic, policy engagement, and diplomatic work, and using theory-based approaches to analyse how these work in coordination in the development and humanitarian spheres.

Madeleine's substantive focus spans Women, Peace and Security and violence against women and girls (VAWG), humanitarian response and localisation in conflict-affected settings, multilateral influencing and institutional evaluation. Her work is informed by MSc research conducted at the University of Edinburgh, in partnership with IOD PARC, on the localisation of humanitarian aid in the international response in Ukraine. She co-leads IOD PARC's internal initiative to adopt more locally-led evaluative approaches.

Before joining IOD PARC, Madeleine worked in Global External Relations for Boston Consulting Group, supporting the firm's involvement in global forums including the World Economic Forum and COP.
