Profile

Enrique works on strategic and thematic evaluations, performance frameworks, and institutional assessments for bilateral and multilateral development and humanitarian agencies. His work blends methodological innovation with a pragmatic view of how complex concepts can best be measured and communicated under different conditions.

He has supported the development of MOPAN's current approach to institutional assessment (link: https://www.mopan.org/en/our-work/mopan-methodology.html) , assessed major multilateral institutions including UNDP, the World Bank, and UNICEF, and evaluated how bilateral donors engage with and exercise influence through the multilateral system. He has also conducted evaluations and assessments in conflict-affected and humanitarian settings.

Enrique has worked extensively on the use of AI in evaluation. This has included supporting organisations to think through their own approaches and positions on AI use, leading mapping studies and learning notes on the use of AI in evaluation (link: https://www.norad.no/globalassets/filer/evaluering/natural-language-processing-in-evaluation.pdf) , and overseeing the development of AI-assisted pipelines for classifying, extracting, and synthesising evidence in a traceable manner.

Enrique holds a PhD in Politics from the University of Glasgow, where his ESRC-funded research focused on political instability in post-civil war environments.
