Global Water Partnership Joint Donor External Evaluation Final Report

In 2007 IOD PARC was commissioned to carry out an evaluation of the Global Water Partnership (GWP) by a Joint Donor Group consisting of DFID, SIDA, Norad, DGIS, GTZ and Danida. The Evaluation was a follow up to the 2003 External Evaluation (also done by IOD PARC) and focused on GWP’s 2004-2007 strategy period. IOD PARC drew together a team of six independent evaluators, including three members involved in the 2003 evaluation. 


The main objective of the evaluation was to provide GWP partners and financiers with a comprehensive assessment of the progress, contributions and impact of GWP during the strategy period 2004-2007. It also aimed to assess whether the GWP’s overall approach 10 years after the initiation of the network is appropriate for what is needed from a global organisation with global, regional and country-level ambitions. 

The evaluation commenced with an investigation phase. Key members and actors from GWP’s central structures and from the broader water sector were contacted through questionnaires, field visits, and interviews. An evaluation framework was established to guide the broad lines of enquiry.

 

The consultants’ preliminary findings from field visits and GWP management were presented at the GWP Global Steering Committee Meeting and later in the Final Report. This report also provided recommendations from the Evaluation Team for the enhancement and improvement of both governance and performance of GWP.
