IOD PARC's focus on migration and refugees encompasses international, inter-regional and domestic policy contexts. Our expertise covers various migration policy strands, including migration and development, labour migration and refugee issues. Our experience includes research projects, monitoring and evaluation assignments, and the provision of technical expertise.

Our main geographical areas of focus include Europe, the Euro-Mediterranean region, and the Middle East and North Africa (including Gulf countries). Particular current issues of interest include irregular migration flows across the Mediterranean, refugee displacements in the Middle East and North Africa regions as a result of conflict, and innovative approaches for dealing with humanitarian concerns related to the socio-economic repercussions of displacements such as gender-based violence and limited access to host countries' welfare systems.

IOD PARC migration related project examples:

  • Jordan Country Baseline Study, International Federation of Red Cross and Red Crescent Societies: IOD PARC conducted the Jordan Country Baseline Study for the MADAD Programme 'Addressing vulnerabilities of refugees and host communities in five countries affected by the Syria Crisis'.  The MADAD programme focuses on health and livelihoods.  The main objective of the country baseline in Jordan was to kick-start the operationalisation of the Action’s M&E system as part of the regional programme’s M&E system. 
  • External Evaluation of Action to Protect and Assist Vulnerable Migrant Workers in the Middle East and North Africa (PAVE), International Organization for Migration (IOM): IOD PARC was commissioned by IOM Lebanon to conduct a final evaluation of the PAVE Project, a regional initiative implemented in five MENA countries: Egypt, Iraq, Jordan, Saudi Arabia and Lebanon. The aim of the project was to promote and protect the human rights of migrants in these countries, and to fight against trafficking and smuggling of human beings in MENA.
  • Provision of Consultancy for the Development of the GBV Multi-Sectoral Prevention Framework, United Nations Relief and Work Agency for Palestine Refugees in the Near East (UNRWA): IOD PARC is providing long-term consultancy services to UNRWA in the design and roll-out of its agency-wide GBV prevention framework. The GBV prevention framework is aimed at Palestine refugee populations in UNRWA’s five fields of operations (Lebanon, Syria, Jordan, West Bank and Gaza), with a particular emphasis on emergency contexts.
  • External Evaluation of Amnesty International’s Work on Migrant Workers in Qatar, Amnesty International: IOD PARC conducted an external evaluation of the impact of Amnesty International’s work on labour migrants in Qatar. The evaluation assessed the implementation of the project so far, and provided recommendations to inform learning and future work in this area.
